Background and Analysis:
On October 9, 2012 City Council provided staff with a list of questions that they had pertaining to the draft SMP (Attachment 1) and the information that has been received to date. Council expressed a desire to review the shoreline issues on a reach by reach basis. Major issues reflected in Council's questions include shoreline environmental designations, nonconformities, relationship between the Comp Plan and the SMP and mitigation/restoration.
City Council has now held a joint meeting with the Planning Commission and conducted four workshop meetings to develop a better understanding of the record, the vision and the issues that that various interests in the community have for the shoreline. This input has helped council clarify the questions and issues that exist with the draft Shoreline Master Program updates that have been proposed by staff and the Planning Commission. These meetings and allowed community members, Department of Ecology, non-governmental interest groups and governmental interests to communicate directly with City Council.
