Adopt City Council public participation and deliberation process for Shoreline Master Program update.

Land Use and Environment Committee Recommendation:
Based on the feedback provided from City Council at the June 19th City Council Study Session on the Shoreline Master Program, the Land Use and Environment Committee discussed what the next step in council’s SMP process should be. The committee agreed that there should be at least two workshops. The first workshop would create a framework or common understanding of the shoreline and associated issues and the second would be a discussion about those issues, consideration of different approaches to addressing them and opportunity for interested parties to talk to each other and to City Council.

City Manager’s Recommendation:
Move to approve the proposed Shoreline Master Program process steps dated June 29, 2012 and direct staff to prepare for a workshop meeting on July 28, 2012. Provide direction regarding additional workshops and council deliberations as presented in Attachment 2.

Background and Analysis:
The Planning Commission has finished its work on the Shoreline Master Program and transmitted all the background materials and information, their record and findings and recommendations to City Council for their consideration. The City Council has expressed an interest in conducting a public participation process of their own that takes into account the work that the Planning Commission did, provides an opportunity for City Council to develop a full understanding the information and issues related to the proposed SMP and provides an opportunity for additional public input and dialogue outside of a public hearing format.
