Whether to approve a Resolution authorizing the Interlocal Agreement with Thurston County Medic One for BLS HPU with FEMA Public Assistance Contract Clauses. HPUs are intended to respond to aid calls for which the patient has a high probability of being infected with COVID-19. HPUs are designed to be scalable to match service demand. The HPUs are not intended to routinely respond to car accidents, rescues and service calls.

Background and Analysis:
Thurston County Medic One and the Olympia Fire Department wish to enter a partnership for staffing BLS HPU's with Thurston County to address the COVID-19 outbreak. HPUs are intended to respond to aid calls for which the patient has a high probability of being infected with COVID-19. HPUs are designed to be scalable to match service demand. The HPUs are not intended to routinely respond to car accidents, rescues and service calls. The mission of the HPU partnership is to provide the highest level of service to the citizens of Thurston County, by sending the most appropriate resources at times of high stress on the EMS system.
