Background and Analysis:
The Storm and Surface Water Utility (the Utility) began an update of the Storm and Surface Water Plan (the Plan) in 2016. The current Plan was drafted in 2003 and amended in 2010. The current Plan can be viewed by clicking on the link www.olympiawa.gov/plan
There is no regulation requiring the Utility to have a Plan, but it strategically informs the Utility’s programs and projects and ensures they are managed efficiently and effectively. Although the Utility’s mission to prevent flooding, improve water quality, and restore aquatic habitat in Olympia has not changed, significant changes in regulations, infrastructure and development necessitate the Plan be updated.
Staff will provide a brief update to the UAC on the status and schedule of the Plan.

The Utility conducted a survey, held an open house and maintains a city webpage.

Financial Impact:
Updating the Plan should improve Utility efficiency. The Utility has contracted with consultants to develop a financial framework and help edit the plan.
