Background and Analysis:
An "Action Plan" is a companion document to the Comprehensive Plan Update, and a tool for defining priorities and tracking implementation over a multi-year planning period. It provides a way to support planning and budgeting for implementation beyond the typical one-year time frame.
 
Part A.  On September 27, 2012, LUEC provided guidance to staff on development of an Action Plan to implement the Comprehensive Plan.  Based on that guidance, staff developed a proposed process for crafting the first Action Plan for Olympia (see Attachment 1).  Staff seeks direction on the proposal.   
 
Part B.  Staff suggests that the Action Plan be approved by Council in July of 2013, and requests that LUEC provide direction on action items to continue or start work on in 2013 (see Attachment 2).

Crafting an Action Plan to implement Comprehensive Plan will engage and interest community members citywide.  
 
Options:
Develop recommendations to forward to the full Council for consideration regarding a process for crafting the first Action Plan and the 2013 priority action items.
 
Financial Impact:
None. Crafting an Action Plan and implementing long-range planning action items in 2013 are within existing CP&D planning resources for 2013.
